Why is it necessary for the food trade to register?

A: According to Law No.5/2013 “Food Safety Law”, entities engaged in the production and operation of food must fulfill the relevant obligations to safeguard food safety. The “Food Trade Registration Scheme” of the Food Safety Centre of the Civic and Municipal Affairs Bureau (IACM) is now open for registration by food traders for the construction of a systemic source-tracing and management mechanism of food and the maintenance of smooth liaison between the two parties. In case of food safety incidents, the relevant information serves to effectively facilitate the corresponding measures of the authorities and the trade in containing the situation and safeguarding Macao’s food safety jointly.

 

Which food traders are required to register?

A:        1. Online stores (with or without physical premises), social media or internet users and groups which are involved in the production, supply or sale of food in Macao;

2. Stores (with or without physical premises), social media or internet users or groups which act as shopping agents or provide group-shopping services of food products;

3. Takeaway stores which involve the preparation or sale of food available to the public, including: shops which provide homemade beverages, stewed soups and sweet soups, siu mei (roast meat), pastries and bread, snacks, braised foods (e.g. fish balls, beef offal, sour and spicy noodles, etc.), chilled desserts, shopping agent services, takeaway food, etc.

 

What information is required for food trade registration?

A: In addition to a completed food trade registration form, operation information and records of the entities (e.g. business registration documents, records of receipt and delivery of food products or relevant invoices, etc.) and a photocopy of the identity document of the person in charge should be provided for verification upon registration. If the registration is made by an authorised person, the authorised person should provide his/her identity document and an authorisation letter signed by the person in charge for verification.

 

How could the registered information be altered?

A: If traders who have completed the registration procedure alter their nature of operation, mode of operation, types of food for sale or other personal information, or if they have terminated their business, they can mark the “alteration/update of information” or “cancellation/termination” option and fill in the updated information on the form of the “Food Trade Registration Scheme”. They can then submit the form to the Food Safety Centre staff for processing by email, fax or in person at the corresponding service locations.

 

What are the advantages of registering with the “Food Trade Registration Scheme”?

A: Through this registration scheme, the food trade is encouraged to further fulfill their obligations stated in the “Food Safety Law”. In case of food safety incidents, the Food Safety Centre can immediately provide relevant information to the registered traders so that they can follow up on source tracing and movement of food products in a timely and effective manner, thus preventing the spread of the issue to safeguard public food safety.

 

Is registration with the scheme equivalent to the application for an administrative license?

A: Registration with the scheme is voluntary, and traders are not exempted from the application for a license or permit issued by the competent authorities. If traders are involved in activities that require the application for a license or permit, they should obey the relevant laws and regulations in Macao and operate according to these laws and regulations.

 

How can the food trade register?

A: Traders can log on the Food Safety Information website www.foodsafety.gov.mo to download the registration form, or visit the trade zone of the Food Safety Centre located on the first floor of Iao Hon Hawkers’ Building, the Public Services Centres and IACM Services Centres in person to obtain it. Completed forms can be submitted in person to the locations listed below or via email or fax.
